Does selling a condo “as is” affect the resale value or dissuade potential buyers from buying?

Sometimes it does, yes but it depends upon the particular buyers. Some buyers and investors are looking for a “bargain”, so a fixer upper or as is can be attractive because they are usually the lowest priced properties out there. If you want to get the highest price for your property, I would drop the”as is” and get the house in the best condition possible first. For the average  buyer looking for a family home, they shy away from terms like handyman special and as is and go for the well cared for properties.
